In 1963, the land which now hosts the city of Westlake Village was purchased by a partnership including Prudential Insurance and the American-Hawaiian Steamship Company. As was the case with neighboring Thousand Oaks, Westlake Village was from the beginning a planned community, and the partnership that purchased the land had the intention of dividing it up into parcels and developing it into a semi-rural community in proximity to Los Angeles. Westlake Village has a reputation nationwide for being among the most affluent communities in the U.S. and it is home to a long list of A-list celebrities. At the same time, it is not by any means an exclusive enclave accessible only to the rich and famous. A large percentage of residents work nearby in Thousand Oaks or the Conejo Valley, or commute into the Valley or elsewhere in Los Angeles for their 9-to-5 jobs. The 101 Freeway is the major thoroughfare through Westlake Village, though Westlake Boulevard makes its way south to the coast near Malibu, after turning into Decker Road.

Straddling the Ventura-Los Angeles County line, Westlake Village is a city divided. The City of Westlake Village proper is located on the Los Angeles side of the county line, while the Ventura County section is actually a part of Thousand Oaks. Locals, however, generally make no distinction and instead recognize the community as a whole. One situation in which the county line does become an issue is when parents are looking for a school for their children. Schools on the Ventura County side are part of the Conejo Valley Unified School District, while those on the L.A. side are in the Las Virgenes Unified School District.
